I doubt that there are many folks that have green Ginseng this late in the season. You would have to be a licensed Dealer/Buyer in your State to buy Ginseng from non-licensed individuals. Otherwise, you will have to purchase Ginseng from Ginseng Dealers that has already been certified in the State that it was dug.
