I'm not sure how to report this so maybe someone here does, below is a list of ebay sellers that are selling fresh dug ginseng right now and the states they are in.

2funeerenee Arnot, Pennsylvania (this guy has mutliple, one over 4lbs. freshly dug)

That is all that I found on there actively selling at this moment, but if you look at completed/sold listings, there are alot more.
If people think they can dig and sell out of season on ebay and get a fair price that is going to hurt diggers in many ways. For one, it makes it harder for us to find it in season, it endagers the species even more than it already is, and it could eventually cause the market value to drop because the people/corporations buying it to export overseas won't want to pay top dollar if they can get it cheaper, that's just common business practice. If this continues then ebay will become a buyer's haven and we will see the value drop.
I hate to sound like a snitch, but these people need to be stopped, fined, and jailed in my opinion. Let me catch someone digging in one of my patches out of season, I wouldn't kill them but I would sure make sure they couldn't get away
