I agree with Hillhopper on all accounts there. I sometimes spray pre-emergent with Kocide (copper) to burn off any fungi which over-wintered on the mulch to help this situation. I also treat my seed, and spray the beds before laying the mulch when I plant in the fall. I've had good results doing this.
