In Scotts book he recommends treating seeds with a 10% clorox, 90% water solution.
You should check with the seed supplier and see if they have been treated already though.
One of my seed suppliers last year said that he did not use that strong of a mix, more like 2-3% clorox, but he did say that he treated his rootlets the same way before selling to customers.
The first pound of seed I bought last year I did the 10% clorox treatment and then on the other pounds I bought later I did more like a 5% solution.
That first batch I planted with the 10% clorox treatment, had excellent germination on them.
Even though some though that 10% might be too strong, it is what Scott recommends (several times) in his book and it worked well for me.
I plan to do that from now on. Now on rootlets I am not so sure, have not really looked into that, but I do know at least one rootlet supplier that does a 2-3% clorox treatment on his and he has had good results with that.
