It is fairly common for various suppliers to sell 3 year old rootlets and they could sure be used to get some plants in the ground that should start producing seed soon.
Several folks on here have done that and have had good results.
What Billy is offering is in a completely different league though.
He is offering aged/mature wild seng roots.
Something that you might consider doing is buying some of those 3 year old roots and establish a seed producing bed planting and get some of Billy's aged/mature wild seng roots and mix them in with your 3 year olds.
What should happen is cross pollination and genetic diversity producing much better results than you would have had with the 3 year old rootlets alone.
When I established my seed producing bed I collected wild roots of mature plants from my County (3 different areas, some 10-15 miles apart) and then I got 5 roots from Billy and mixed those in right down the center of my seed producing bed.
